It is not possible to install Skype, Google Earth or any 32-bit
application in Linux Mint 14 RC 64-bit.

Cause of the problem

The ability to install 32-bit applications in a 64-bit environment is
commonly referred to as “Multiarch”.

64 ビット環境に 32 ビットアプリケーションをインストールする機能は一般に
“Multiarch” と呼ばれています。

An upstream change occurred in Debian’s dpkg which made the Multiarch
configuration in Ubuntu obsolete. That configuration was removed and
Ubuntu 12.10 consequently released with Multiarch disabled by default.

Debian の提供する dpkg のアップストリームが変更されたことで、Ubuntu の
Multiarch の設定が使い物にならなくなりました。この設定は削除され、結果
的に Ubuntu 12.10 は初期設定では Multiarch が無効化された状態でリリース

The problem wasn’t detected during QA and impacts the two 64-bit editions
of Linux Mint 14 RC.

Workaround

To enable Multiarch, open a terminal and type the following commands:

Solution

This issue will be fixed manually in the stable release of Linux Mint 14.

Linux Mint 14 の安定版リリースでは手作業で修正される予定です。

In an effort not to conflict with a future upstream fix from Ubuntu
(which is likely to provide /var/lib/dpkg/arch in an update to the dpkg
package) it was decided not to re-enable Multiarch on the user’s behalf
via package updates in Linux Mint 14 RC.

今後 Ubuntu が提供するアップストリームの修正との不一致を防ぐために (アッ
プデートの際に dpkg パッケージに適当な /var/lib/dpkg/arch を提供するこ
とで不一致が生じます)、 Linux Mint 14 RC 版における Multiarch の再有効
化はユーザ自身が行い、パッケージアップデートでは行わないことに決定しま
した。

In other words, if you’re running the 64-bit RC of Linux Mint 14, please
apply the workaround. If you’re planning on waiting for the stable
release you don’t need to worry about this issue.

つまり、Linux Mint 14 の 64 ビット RC 版を利用中なら、上に挙げた回避方
法を適用してください。安定版を待つつもりなら、この問題を気にする必要は
ありません。
